Drop a player into a video game city with no map and no HUD, and within thirty seconds they usually know where they are. Not the name of the street. The feelof the place. That’s not an accident. It’s urban design, borrowed wholesale from real cities and rebuilt inside a game engine.

GTA 6 has put this back in the spotlight. According to reporting on the game’s scope, Vice City’s map is roughly three times larger than Red Dead Redemption 2’s, and Rockstar has leaned hard into Miami’s actual bones: the pastel deco strips, the canal sprawl, the way tourist zones bleed into working neighborhoods without warning. None of that is invented. It’s lifted.

So how do designers actually do this? And why does one fictional casino floor feel like a real one while another feels like cardboard?

The Blueprint Comes From Real Urbanists, Not Concept Artists

Here’s the thing most players never think about. The person who made your favorite game city legible probably studied Kevin Lynch before they ever opened a level editor. Lynch was an actual urban planner, and his ideas about paths, edges, and landmarks are baked into how Rockstar, CD Projekt, and Ubisoft build their worlds.

A game designer who spent years in real urban planning laid this out clearly in a piece on urban design and the creation of videogame cities, arguing that wayfinding, human scale, and district identity matter more to a game’s world than raw visual fidelity. You can render every brick on a building. If the street layout doesn’t teach the player anything, the city still feels dead.

Vice City works because Miami already solved this problem for Rockstar. Ocean Drive tells you “tourists, nightlife, money” in one glance. Little Haiti tells you something else entirely. Real cities spent a century sorting themselves into readable zones. Game designers just steal the sorting.

City-builders take this even further. Planning professionals have pointed to games like Cities: Skylines II as genuine teaching tools, noting in Planning Magazine that the traffic and zoning models are close enough to reality that some planners use them to test concepts before touching a real budget. That’s not a toy anymore. That’s a sandbox for actual municipal decisions.

Where This Gets Interesting: The Casino Floor Problem

Every open-world crime game eventually needs a casino. GTA V had the Diamond Casino. Vice City’s original 2002 build had smaller gambling dens scattered through downtown. The challenge designers keep running into is that a casino floor is one of the hardest spaces in urban design to fake, because real casinos are engineered, deliberately, to disorient you.

A behavioral psychologist who studies this exact effect wrote about disinhibition in Vegas casino design, explaining how low ceilings, no clocks, and maze-like sightlines are used to loosen a visitor’s sense of time and reduce their guard. Time Out went deeper on the mechanics of it in a piece on the psychology behind casino design, covering the pumped-in scent systems and carpet patterns that keep foot traffic circulating past the machines instead of toward the exit.

Game designers borrow the aesthetic constantly. Neon, gold trim, carpet that hurts to look at directly. What they can’t replicate, because it would break the fantasy of a game you’re supposed to enjoy, is the actual manipulation underneath it. A GTA casino heist mission wants you to feel the tension of Vegas. It was never built to separate you from real money the way the real thing is.

That distinction matters more once you step outside the game. If you’ve ever walked out of a session in a video game casino and found yourself curious about the real version, the honest answer is that most real online casino floors are built around a completely different set of stakes: whether the operator is licensed, whether the games are fair, and, above everything else, whether your money actually comes back out when you cash in. Speed on that last point separates the operators worth trusting from the ones that stall you for a week and then “review” your withdrawal. If that’s the angle you care about, check the full list of platforms ranked specifically on how fast they pay, rather than how good their loyalty program sounds on paper.

Gambling carries real risk, and unlike a save file, there’s no reloading a bad session. Play only with what you can afford to lose, and if it stops feeling like entertainment, BeGambleAware.org has resources worth using.

Back to the Map: Why Some Fictional Cities Never Convince Anyone

Not every game city lands. Plenty of open-world titles build a skyline, scatter some NPCs, and call it a city, and players can tell within minutes that nobody thought about how the place actually functions. No transit logic. No reason the industrial district sits where it does. Buildings that exist purely because the concept artist liked the silhouette.

Vice City avoids that trap because Rockstar didn’t design a generic “sunny crime city.” They studied an actual place with actual contradictions. Miami is glamorous and broke at the same time. It’s a retirement destination and a smuggling route. A city that’s lying to itself in several directions at once, which happens to be exactly what makes a game world worth exploring for sixty hours instead of six.

Compare that to something like Cyberpunk 2077’s Night City, which was built from scratch rather than copied from one real place. It still works, but it works differently. Night City borrows fragments of Hong Kong’s vertical density and Los Angeles’s sprawl and stitches them together into something that reads as plausible rather than specific. Vice City reads as specific. You could hand a Miami local a screenshot and they’d recognize the bones immediately.

Legibility Is the Whole Trick

Strip away the graphics engine and the mission design, and every convincing game city comes down to the same test: can a player who’s never seen a map figure out where they are, where they came from, and where the interesting stuff probably is. Lynch called this legibility back when he was writing about actual American cities in the 1960s. Rockstar, Ubisoft, and CD Projekt are still solving the same puzzle sixty years later, just with polygons instead of concrete.

GTA 6 will get picked apart for its physics, its NPC AI, its draw distance. But the quieter achievement, the one urban designers will notice before most players do, is whether Vice City feels like a place you could actually get lost in. Based on everything Rockstar has shown so far, it probably will.

Frequently Asked Questions

Is GTA 6’s Vice City based on a real city? Yes. Vice City has always been Rockstar’s fictional stand-in for Miami, and reporting on GTA 6 confirms the studio expanded that concept significantly, drawing on real neighborhoods, architecture, and coastline geography rather than inventing a generic sunbelt city from nothing.

Why do some video game cities feel more real than others? Legibility. Cities that give players clear landmarks, distinct districts, and logical street patterns feel real quickly. Cities built for visual spectacle without functional zoning or wayfinding tend to feel hollow, even when the graphics are technically impressive.

Do game designers actually study real urban planning? Many do. Concepts like Kevin Lynch’s work on paths, edges, and landmarks show up repeatedly in interviews with world designers at major studios, and some designers have backgrounds in actual urban planning before moving into games.

Why do in-game casinos look so different from real ones once you understand casino design? Real casinos use layout, lighting, and scent deliberately to disorient visitors and extend their time on the floor. Games borrow the visual style for atmosphere but skip the manipulation, since the goal is player enjoyment rather than extracting real money.

Is Cities: Skylines II accurate enough for real urban planning use? It’s close enough that some professional planners reference it when testing zoning or traffic concepts informally, according to coverage in Planning Magazine, though it’s a simplified model and not a substitute for actual planning software or data.
